Since 2009, Swiss YIT Group firstly raised the "Electric Short" issue for self-ballast LED tube of double end caps with electric connection.

Afterwards, ESB(Electrical Safety Board) revokes the LED tubes. 

To save energy, many industries, municipalities and many other consumers were changed their traditional fluorescent tubes to make out of diodes, so-called LED tubes. Tests show that such led tubes were jeopardize the safety of the installation.

ESB had tested six different LED tubes on the Swedish market. All modules could be mounted in conventional fluorescent fixtures. The results from tests carried out showed at the following serious errors. Then, Authority had decided to withdraw the LED tubes from end users. Importers are required to alert advertise to reach all end users. These errors were also observed in the other Nordic countries, and even extends to the whole EU immediately.

The errors had been made aware of the LED tubes like pictures below. The most serious deficiency is that there are likely to get an electric shock during installation. One end energies 230V AC, but the other end will be a high voltage shock when human body touches it.

Thus, we have to focus on IEC/EN60598 covering IEC/EN61347 for LED Driver and IEC/EN62031 for LED module to achieve the retrofit of traditional fluorescent tube replacement, if the LED driver output is SELV(50V DC below) and LED module could pass 500V withdrawing test. Surely, IEC/EN60598 other tests must be passed, too. Note: the fixture inside has no any other electrical connection, i.e. to remove the ballast.
